The Royal Government of Cambodia issued this circular in order to instruct to the ministries, relevant institutions and sub-national level to implement the principle of the management, consumption, maintenance, protection and development of coastal areas in the Kingdom of Cambodia which consist of land domain, islands, and water as: Coast, Coastal Reserved Land and Consumption, Public Roads along with the Coastal Reserved Land, Subordinate Area along the Public Road, Public Road, Firth, River, Canal, Water Line connected to the Sea, Island, Water Territory/Sea Domain, the Development and Construction in Coastal Areas.
