ODA attraction: Looking at the past, orienting to the future
Official development assistance (ODA) has helped Vietnam to build the foundation to attract other resources in the country's construction over the past 20 years. But the situation will be different when Vietnam has become a low middle income country, following by the changes in incentives from ODA that requires us to have policies adapting the new context.
