Name Report on the misuse of state resources for political party purposes (2012) (Khmer)
Description

COMFREL started monitoring issues with the potential misuse of state resources in 2011. The misuse of state resources was believed to have led to an uneven level playing field for political competition and undermined free and fair elections as outlined in its annual report on Democracy, Election and Reform. This report is the committee's first observation report of its kind that examines the issues in details, aiming to promote the public awareness on the issues and strengthen the enforcement of laws in place prohibiting the misuse of state resources, namely the misuse of state human resources and state property, and unfair use of public space and public media. The observation was conducted from September 2011 to January 2012, through media analyses and surveys on voters including direct observation of COMFREL's nation-wide observation network.
