Joint proclamation no. 1451 on Ministry of Mines and Energy’s public service and penalty fee
This proclamation decides on 10 Articles as follows:
Article 1. Allow the Ministry of Mines and Energy to implement revenue collection from public service fees and monetary transaction fines for the benefit of the national budget.
Article 2 The Ministry of Mines and Energy is posted to the public, especially in the areas of service provision of service standards, including the public service package defined by Article 1 of this Joint Prakas, the format of documents and procedures for the provision of relevant services.
Article 3 The Ministry of Mines and Energy is responsible for revenue collection, responsible for the revenue collected and the payment of revenue to the national budget. At the same time, the Ministry of Mines and Energy shall register the accounting on revenue operations and record the revenue in the sub-account of the budget revenue content as well as the national budget revenue certificate
Article 4 The division of responsibilities for the management and collection of revenue from the provision of public services and monetary transaction penalties between the Central Administration, the Ministry of Mines and Energy and the Provincial Department of Mines and Energy shall be determined by a Prakas of the Minister of Mines and Energy. The Ministry of Mines and Energy shall send a copy of this declaration to the Ministry of Economy and Finance for information and monitoring.
Article 5 All revenue collection from public service fees and monetary transaction penalties ”set out in the Appendix to this Joint Prakas shall use the payment receipt provided by the Ministry of Economy and Finance in accordance with Prakas No. 272 MEF dated March 17, 2011 on the introduction of payment receipts and Circular No. 005 MEF dated March 17, 2011 on the management of payment receipts of the Ministry of Economy and Finance.
Article 6 The Ministry of Mines and Energy shall determine the specific location and have a one-stop-shop staff at the designated location to provide timely customer service as scheduled.
Article 7 The Ministry of Mines and Energy shall make a report on the implementation of monthly and annual revenue to be sent to the Ministry of Economy and Finance before the 10th of the following month.
Article 8 The series of public services and monetary penalties as stated in the appendix to this Joint Prakas can be amended as necessary through the Joint Prakas.
Article 9 Completion of Joint Proclamation No. 1005 MEF.PrK dated 28 December 2012 on the Provision of Public Services by the Ministry of Industry, Mines and Energy
Any provisions that are contrary to this Joint Declaration shall be repealed.
Article 10 The Secretary General, the Director General of the Cabinet, the Director General, the Director General of the Department and the Heads of the relevant units of the Ministry of Economy and Finance and the Ministry of Mines and Energy shall be responsible for the implementation of this Joint Prakas in accordance with their respective duties from the date of signing.
