Report on the commune council elections (2002)
The 2002 commune council election was the first local election since the 1991 Paris Peace Accord and considered as a key turning point of the country's local democracy through the decentralization of the lowest territorial administration, commune/Sangkat. Despite some irregularities, a greater participation of women in the elections was perceived as a very positive outcome of the commune council elections. Eight percents of the total the 11,261 commune councilors was women.
