[Khmer] Sub-decree no. 197 on the mechanism for the implementation of the universal service obligation
The purpose of this Sub-Decree is to manage and implement the universal service obligation program in the telecommunications sector in a transparent, neutral, and non-discriminatory manner by determining (1) management, collection, and allocation of the universal service obligation fund and (2) oversight, monitoring, and implementation assessment of the fund.
