Electricity Authority of Cambodia (EAC) issued license document no. 219 LD, dated on June 06, 2008, to Mr. Phoeun Saroeun for providing electricity power service to customers​​​. So far the license has been revised for two times and the latest revision was on Aug 22, 2014, allowing the licensee to provide electricity power service in some part of Kandal Steung district, Kandal province and Kong Pisey district, Kampong Speu province.
