The author argues that the EIA fails to address the proposed modification of the natural flow regime of the Mekong River and the subsequent consequences upstream, at the dam site, and downstream from the proposed site. They further argue that the EIA is punctuated by a lack of clarity, includes many contradictory statements, and is not acceptable from a technical standpoint.
