This report documents how decades of repressive rule, civil war, and poor governance in Myanmar have contributed to the spread of HIV/AIDS, tuberculosis, malaria, and other infectious diseases. The research project was launched in order to understand the factors that have contributed to Burma’s dire health situation and the spread of infectious diseases, and to see if it was possible to deliver international aid to combat infectious diseases in Burma in a transparent and accountable manner that promotes respect for human rights and international humanitarian law.
