A policy discussion paper assessing some of the key public policy challenges confronting Vietnam today. This document was written for the fourth annual Vietnam Executive Leadership Program, 2013. The authors discuss challenges in the state economic sector; the private sector, especially in terms of the fragmentation and inefficiency of the market-supporting institutions; and the agricultural sector. The remaining sections assess the foreign direct investment sector; the commercial banking sector; and provide options for restructuring the economy and undertaking institutional reforms. The final section summarizes the institutional problems analyzed and recommends priorities to enhance institutional reform.
